If Seats in the House of Representatives Were Apportioned by Cows

To clarify the headline, I’m not saying that cows get to decide how seats in the House of Representatives are apportioned, but that the seats are apportioned according to the bovine population in the states.

As you can see, Texas becomes an electoral juggernaut. Kansas and Nebraska gain delegations larger than even California, although the Golden Gate still does well with 25 Congresscows. New England, New Jersey, Maryland, and Delaware, however, face massive losses under this new electoral scheme.
